DRAFT DIRECTIVE In considering the priorities for research and development in the various Departments, Ministers should, for the present, proceed on the following working basis:(a) That, although no one can tell when the war against Hitler will end, a reasonable assumption at this date would be before the end of 1944. (b) That the war against Japan may well continue until the end of 1946, and may require quite a large effort from this country. These dates will be subject to review every three months.
