Enemy Air Attack on Merchant Shipping. Report

(i) The effort against ports will consist in the main of high level bombing from between 5,000 and 10,000 feet and will be directed against port areas rather than specifically against ships in these ports. The smaller part of the effort will consist of low level bombing from between 500 and 2,000 feet either by Long Range Bombers taking advantage of cloud cover or by Fighter Bombers on "tip" and "run" raids. (ii) The small effort against ships at sea will consist in the main of low level bombing from between 50 and 2,000 feet by Long Range Bombers, particularly at night.
