4. The Italians have specialised in these forms of attack in the Mediterranean and could transfer such craft to the Channel or Biscay ports at any time if required. None of these craft is at present on the N.W. European coasts. 5. Though, therefore, the danger of attack by E-boats on harbours in Home Waters cannot be disregarded, we have no reason to believe that it is the intention of the enemy to embark on such a policy. B. BY SUBMARINES 6. Up to the present time, with the exception of the single U-boat attack on Scapa, no successful attempt has been made by the Germans to enter our harbours in U-boats.
