German Land and Air Forces in Western Europe in Certain Contingencies. Note by Secretary

(a) In the conditions postulated the whole German position in the Balkans and Greece would be threatened with collapse, which would in turn imperil Germany's position on the Russian Front, With the Allies also in Northern Italy it is possible that Germany might in these circumstances decide to sue for an armistice. If on the contrary she decided to continue the war, the disposition of her land and air forces in the whole of France and the Low Countries might be as follows :Land Forces 22 divisions and possibly one or two battered divisions from Russia.
