Should it be considered necessary to communicate the contents of any such telegram to any of the above it is essential that the text should be freely paraphrased. Particular attention should be paid to the alteration and transposition, whenever possible, of closed and open phrases. Such items as serial or originator's numbers, file numbers, etc. must not be repeated as these would afford a connection with the original Cypher telegram. These orders will apply to all High Grade Cypher messages including Inter-Departmental Cypher and Type "X" machine Cypher but excluding those sent in ‘One Time‘ Recyphering Tables." (b) The Air Ministry, on the other hand, do not permit the issue of the contents of any Cypher message to the Press or to persons outside the Government Service unless the original Cypher message has been sent in one Time Pad.
