2. J.I.C.(I) consider best practical solution is Combined Allied Air Intelligence staff situated S.W. Pacific with detachment India, these being two areas best situated to obtain direct intelligence. This staff to be final authority on Japanese Air Force to disseminate air intelligence reports and to direct policy concerning application of available sources. Staff should include American, British and Allied personnel under one head responsible to suitable authority under Combined Chiefs of Staff.
