A N N E X 43911/COS 26th March, 1943. Following for Chiefs of Staff from F.M. Wavell. 1. Unsatisfactory state J.A.F. intelligence is causing concern particularly in relation to future planning which is at present largely based on guesswork. Consider combined effort essential to break down main J.A.F. organisation and to correlate and improve sources. At present at least four centres studying problem independently and only information received here with Air Ministry authority is doubtful numerical estimates of air dispositions which do not agree American figures.
