3. It is appreciated that the setting up of such a Committee will require the approval of the Combined Chiefs of Staff, and this proposal is therefore being forwarded through the J.I.C. as the parent body of my Sub-Committee. 4. In connexion with the proposed Committee, it is desired to emphasize to the Combined Chiefs of Staff that according to British practice those officers whose function is W/T Security and W/T Deception of the kind planned by my Committee act almost entirely independently of those who are charged with radio counter measures, e.g.
