5. Argentina lays claim to the Falkland Islands, but so long as a token garrison remains in the Islands, we believe that Argentina will not commit an act of war by attempting to occupy them. 6. We believe, therefore, that the reduction of the garrison to, say, one company, would be a reasonable risk of War. 7. We believe that the opinions expressed above should hold good for the next 12 months. 8. Our answers, therefore, to all four of the questions put to us are "No". (Signed) V. CAVENDISH-BENTINCK E.G.N.
