French Resistance in National Territory. Note by Secretary

A general uprising in France would be the only way of preventing the progressive departure of the most active part of the population. The National Committee is ready to order all organised elements of resistance to undertake such an uprising, but only on condition that this uprising is coordinated with a powerful and momentous campaign undertaken by the Allies on French territory or in neighbouring territory. In the absence of such a campaign, an uprising could only lead to massacres without any strategic or moral compensation.
