Forms of Sea Attack on the United Kingdom. Report by J.I.C.

1 Mar 1943

5. The landing of Agents or Saboteurs from U-boats or E-boats. These operations are always possible. (a) From U-boats They are unlikely from the Wash to Start Point. They are possible but not likely, from Wick to the Wash and possible on the remaining coasts of the United Kingdom and Northern Ireland. (b) From E-boats They are possible at any time from the Wash to Land's End. 6. Bombardment by U-boats. The chances of such action against our East or South coasts are negligible, and it is extremely unlikely elsewhere.
