German Forces in Norway and Finland. Note by Secy.

4. Attached is a statement+ giving the present locations of German divisions in Norway and Finland. From a study of this and a map it is difficult to see how the Germans can thin out in Norway without evacuating the whole country. If Finland were to make peace with Russia, the Germans might decide to evacuate Finmark, thereby freeing one defensive division which would probably replace an offensive division further south. The 5 offensive infantry divisions in Norway (although on the establishment of offensive divisions) may not in fact be up to strength and may contain a number of older men.
