WAR CABINET STANDING INTERDEPARTMENTAL COMMITTEE ON CENSORSHIP CENSORSHIP POLICY IN RELATION TO MANPOWER Memorandum by the Chairman I am grateful to members of the Committee for their comments on my paper S.C.C.(42)14 to which I have given most careful consideration. 2. Members of the Committee will know that subsequent to my writing that paper, the War Cabinet appointed a Committee under the Chairmanship of Mr. Herbert Morrison to consider reduction of National Government Staffs and that the Censorship Department was requested to make proposals to that Committee for cutting functions which could not be regarded as indispensable to the war effort, with a view to releasing staffs for more vital war employment.
