stationed for the time being in the coastal areas. These coastal defences form a crust not more than 3-4 miles in depth. At present there are 30 divisions in France and the Low Countries, some 60% being defensive reserve or training divisions. This number allows for only a small mobile reserve. The reduction to 22 which in paragraph 10 below we estimate as the minimum, would leave a very small reserve available with only low category troops in the coastal sectors, and little or nothing in the way of reinforcement, which could quickly move to the attacked area from other parts of the coast.
