10. The strength of the German Air Forces in the West (from Northern Norway to the Pyrenees) has remained relatively static, at a figure of approximately 1,000 aircraft. 11. As a result of our appreciation of the probable trend of events on the Russian Front in 1943, we do not expect any material increase in the strength of the existing garrisons in Western Europe, either by transfer of troops from the East or as a result of the new call-up and comb-out. Indeed, if the German situation deteriorates, the Germans must draw yet further from their garrisons in the West to strengthen their position in the East.
