German Forces in Norway and Finland. Note by Secy.

1 Jan 1943

(b) Indicate the order in which the withdrawal of forces from NORWAY and FINLAND might be carried out and how it will compare, both in extent and time, with a withdrawal of forces from North-Western FRANCE. 2. Though (a) above is a similar request to that referred to in J.P.(43) 14th Meeting, Item 1,x it is suggested that the two answers should not be combined in one paper, since the reference to NORWAY might fog the issue in dealing with FRANCE. xJ.I.C.(43) 95(0). -2-.
