German Strategy in 1943. Note by Secretary

(b) There are clear indications that the German divisions arriving in Russia from France are, in some cases, going straight into action, no period being allowed for acclimatisation or training. (c) There are indications that the Germans are reducing rather than increasing their forces on the Spanish frontier. (d) There is unlikely this year to be such a change the course of events in Russia as would enable the Germans to withdraw divisions from there to meet their existing commitments and to attack North Africa either through Spain or across the Mediterranean.
