German Strategy in 1943. Note by the Secretary

(b) Reasons against adopting: (1) It would increase German commitments and necessitate the diversion of Axis forces from Russia. (2) With a continuing Russian offensive, all of Germany's reserve strength may be required to establish and hold a defensive line. (This objection would hold equally against taking the offensive against Russia.) (3) It would increase the dispersion of Axis forces, with important consequent logistic problems. (4) An effort through Spain would involve serious communication, economic, and political problems.
