Training of Personnel Required for Political Warfare Purposes in 1943. Note by Secretary

Warfare Establishment included 24 British officers and about 24 Americans. Experience proved that the numbers used here, where Political Warfare problems were particularly complex, should have been considerably higher. While the actual numbers required for any particular operation must vary with the complexity of the situation, it is suggested that about 25 officers per Task Force represents a reasonable average. In relation therefore to possible operations assumed in II(a), (i.e.Italian, Balkan, French), it is submitted:(1) For operations in Italian occupied territory in the Mediterranean, trained personnel should be made available from North Africa.
