(iii) deteriorating morale of German warship crews; (iv) growing British-American carrier strength. (d) Are the German ships likely to break out (i) singly ever a period, or (ii) concentrated. (e) When they have boon maintained at sea by supply ships for the maximum period are the German ships likely to try to (i) return to Norway, or (ii) return to the Biscay ports, or (iii) go to Japan, or (iv) intern themselves in neutral harbours, or (v) scuttle themselves. (f) To what extent will the action of the German Fleet be governed by political considerations e.g.
