3. On 16th December, 1942, the War Office War Establishment Committee approved the increase of personnel necessary fully to exploit the enlarged capacity on behalf of all three Services. In view, however, of the ever-increasing demand and ever diminishing supply of officers, or candidates suitable for commissioning as officers, with the essential practically bilingual qualifications, I agreed, after verbal consultation with D.N.I. and A.C.A.S.I. to accept a proportion of Warrant Officers and Sergeants, in the hope that this might widen the field within which suitably qualified personnel might be found, particularly from those not considered suitable for commissioning according to normal selection standards.
