4. The above sorties are likely to be primarily against shipping (directly in the form of bombing and torpedo attacks and indirectly in the form of minelaying) and against ports. Attacks against inland targets further than 50 miles from the East and South coast are likely to be extremely few if any. 5. The number of sorties estimated above should be regarded as a maximum.
