Re-Conquest of Burma. Note by the Secretary

5. All that is going on so far is on right lines. Chinese concentration in Yunnan is necessary anyhow for defence since Japanese advance from Indo-China and N.E. Burma towards Kunming is most dangerous threat they could make. Advance of Chinese force from Ledo down Hukawng valley does not really accomplish much operationally, but establishment of road connection with China if practicable would obviously have great economic and political advantages. Neither of these moves affects in initial stages our own intentions to advance to line Akyab-Chin Hills-Upper Chindwin.
