We feel it essential that agreement should be reached on casualties and that for this purpose all the estimates given should be examined by London J.I.C. and a paper produced which will serve as a definite basis for combined discussions on the subject. RUSSIAN FRONT. Para 10. U.S. J.I.C. do not consider that Russia will necessarily remain Hitler's chief preoccupation. They admit that Germans are unable to undertake more than one main offensive effort at a time, and that therefore the Germans nay decide to hold a purely defensive front on a shortened line, Possibly Rostov-Leningrad.
