German Intentions Regarding Vichy France. Report

1 Oct 1942

CONCLUSIONS (a) We believe that Germany is anxious to avoid taking over the Unoccupied zone of France. (b) We do not believe that, at the present time, the situation in Unoccupied France is such as to make its occupation necessary to Germany. (c) Operation "TORCH" may result in German occupation, either to keep order, to prevent defections, or to defend the French Mediterranean coast. (Signed) V. CAVENDISH-BENTINCK F.H.N. DAVIDSON F.F.INGLIS C.G.VICKERS C.R.W. LAMPLOUGH (for D.N.I.) Great George Street, S.W.1.
