ANNEX MOST SECRET FUTURE PLANNING SECTION With reference to your Note No. M/225, dated 22nd October, 1942, the Joint Intelligence Sub-Committee have asked me to let you have their comments on paragraph 4 of your Note. You may decide in view of these comments that it would be unnecessary to answer the questions set out in paragraph 5 of your Note. 2. Spain's over-riding policy is to keep out of the war. She is in no state either militarily or economically to sustain a war of national effort. 3. In the circumstances envisaged in paragraph 3 of your note Spain will be less apprehensive of German aggression than at any period since the collapse of France.
