ANNEX GERMAN OCCUPATION OF UNOCCUPIED FRANCE. This Annex is based on the assumption that the Vichy Army will resist but for reasons which will appear later it is not considered that the Vichy Forces will be able to resist the forces which Germany could bring against her. 2. VICHY FRENCH FORCES. A. ARMY (see Appendix A) The French Armistice Army consists of some 70,000 men, organised into 8 divisions stationed in each of the eight former military regions which remain in Unoccupied France. It is in the same position vis-a-vis Germany as the German Army was with respect to France after the War of 1914-18.
