ANNEX Vichy France 1. Laval is working hard to strengthen his position in Unoccupied France. Administratively he is making progress. There is evidence, however, that his attempts to conscript workers for Germany, the evacuation of the Jews and the deterioration of living conditions are increasing the difficulties of his administration. Failure to live up to his promises to the Germans is increasing his difficulties on that side also. 2. The Vichy Government are alive to the possibility of Allied action against French North Africa.
