ANNEX ESTIMATED DISPOSITIONS OF GERMAN AND ITALIAN LAND AND AIR FORCES AS AT THE END OF JANUARY, 1943. PART I LAND FORCES A. GERMAN FORCES 1. The availability of German land forces for use in Western Europe or the Mediterranean area is dependent almost entirely on the situation in Russia. 2. The German army is now fully committed in Russia and it appears probable that no substantial withdrawal of troops will be made before winter conditions set in during November and December. 3. During the winter, the German army is likely to go on the defensive and thereby liberate formations in Russia for use elsewhere, or for rest and re-fit in Germany prior to a resumption of the campaign in the spring of 1943.
