(iii) Consideration has (iv) (v) (vi) been given to the stocks of iron ore scrap with which Japan entered the war. Consideration has been given to the installed coke oven capacity of Japan in relation to the preparation of metallurgical coke for the iron and steel industry. Consideration has also been given to the Japanese ability to construct new coke ovens and the supply of coking coal available to Japan. Consideration has been given to Japan's ability to build new blast furnaces and steel plant, in order to expand her industry.
