ANNEX From:Britman Washington To:Air Ministry London FENDER 28 1/9/42. 1. U.S. Planners are at last beginning to use their J.I.C., and have asked latter for appreciation of Japanese capabilities (i.e. scales of attack) in the several Pacific sub-areas. 2. Our own Planners say that in view of possibility that more forces may be sent there than is compatible with the agreed grand strategy, we could render a great service by writing a combined paper assessing Japanese threats at various Pacific points.
