Germany's Economic Prospects. Note by Secy Covering U.S. J.I.C.31/1

1 Jul 1942

3. If Russia is conquered, Germany will have access to the Far East via the Trans-Siberian railway and the physical flow of goods into Germany via that route would be limited only by the carrying capacity of the railway and the available Japanese shipping to rail terminals. The Trans-Siberian railway can probably handle 250,000 metric tons of cargo per month enough to insure the transportation of essential war materials. 4. Agreed. However, it should be noted that if Germany had at her disposal the resources of Russia and access to the resources of the Far East she would be self-sufficient in most essential respects.
