3 REPORT. Introductory. 1. The Eighth Report of the (Lloyd) Committee on the Enemy Oil Position* was based upon a comprehensive review of the whole enemy supply and consumption position from the beginning of the war in September 1939 until 1st November, 1941. 2. The salient feature of that Report was the conclusion that the oil reserves in Axis Europe at the outbreak of the Russian War, calculated at about five and a quarter million tons, were almost the same as when hostilities started in September 1939, but they had to serve the ends of a much wider area.
