5 As the trans-Saharan road lacks water, petrol and supplies and e railway cannot possibly be completed for several years, communications to French West Africa would be limited to sea and air. Although ample French shipping is available, sea communications would be vulnerable to attack by the United Nations. The Germans would, as soon as possible, establish themselves in Senegal and develop Dakar as a base for U-boats. Once they were established there, fresh aerodromes would be built and communications developed.
