ANNEX DEFINITIONS I. The term "MOST SECRET" should be confined, so far as possible, to the following:(i) Plans of future operations. (ii) Papers giving particulars of the dispositions or impending movements of our forces, or of convoys, escorts and ships. (iii) Particulars of the present and future strength of our forces and rates of production and stocks of major munitions of war, including critical raw materials. (iv) A small, but very important, class of political papers dealing with such matters as negotiations for alliances and the like.
