A P P E N D I X RESULTS OF OPERATION "OUTWARD" 1. Insufficient evidence of damage has been received to make possible any precise statement on the effects of this operation. It is not likely that any conclusive reports of damage will be received for the following reasons:(a) Results cannot be observed as in the case of bombing. (b) The exact area of damage being unknown, photography cannot be used to ascertain results. (c) The effect of damage would in most cases be distant from the cause, so that an enquirer would frequently attribute the effect to some agent other than the balloon cable, e.g.
