Japanese Capabilities and Intentions Regarding Siberia. Note by the Secretary. (J.I.C./34/1 - U.S. Draft)

(e) The monsoon period may be expected to handicap air operations against India until October. (f) The postponement of attack on Siberia runs the danger that, at a later date, the United Nations might impose an effective diversion of Japanese forces. (g) Weather conditions in this area are relatively favourable for military action in late summer and are optimum in October. Against these considerations it may be argued that: (h) the progressive weakening of Russia under German attack favours a postponement of Japanese action.
