2 9 million tons of crude, which is slightly in excess of the annual rate of production prior to the Japanese occupation. Although the Royal Dutch Company believe that it is possible to reach this rate of development by the end of July 1942, they point out that a very considerable engineering feat is involved. 7. Before this stage of development has been reached consumption will exceed intake, and will result over the first seven months in 1942 in a withdrawal of about 1¾ million tons from the stocks of diesel and fuel oil with which Japan entered the war.
