Paragraph 4. We suggest that this paragraph should be re-worded as follows:"As to (b) the concentration in the South of Spain in force of German troops withdrawn from Russia through a friendly Spain, would probably take three to four months. On arrival in Southern Spain they constitute a threat against Gibrältar but not against North Africa, assuming that we had established ourselves in Spanish Morocco and had strong air forces there to prevent the German air force from dominating the Straits".
