This proposal involves the United States authorities agreeing to institute a new category of protected documents which will receive treatment similar to that accorded to Most Secret Papers in this country. In C.O.S.(42) 288 the Vice Chief of Naval Staff states that the proposal that such a new category should be instituted has been discussed with a representative of the American Mission in London who considers that such a proposal would be acceptable to Washington.
