Trade Agreements with Sweden. Note by the Secretary

The negotiators will, of course, have to bear in mind that it is important that the Swedish Government should not be allowed to realise that we attach little importance to the strength of their defences since this might lead to their giving way whenever German pressure was applied and would also make our ability to increase or decrease quotas under the Gothenburg traffic useless as a bargaining asset.
