In the former event (coercion by Germany applied to a puppet Government) offensive military action by the French would be negligible, since such army and police forces as could be relied upon to support the action of the puppet Government would be almost wholly required for internal security purposes. The Navy and Air Force might conceivably carry out operations of a limited local character indicated in the Annex. 6.
