(a) Long term plan for exploiting the resources of occupied Russia: Germany will obtain no significant quantity of foodstuffs west of the Dvina/Volga line during the harvest year 1942/3. She is unlikely to do so during the year 1943/4, owing to the reduced sowings which are to be expected in the winter of 1942 and spring of 1943 as a result of a shortage of administration, tractors, and oil. The two former factors will probably continue to operate so long as the war goes on, and Germany's prospect of securing a substantial contribution to her foodstuffs in 1944/5 and thereafter depends partly upon them and partly upon the degree of co-operation which she can exact from the Russian peasant.
