German Strength and Dispositions in 1943 under Certain Hypotheses. Note by the Secretary

The "task force" would be located according to the operations planned, and might be:(i) In occupied France and the Low countries, and part in Norway; or (ii) In Libya and Bulgaria, or in Turkey, if acquiescent. Hypothesis 'B'. Garrison forces in occupied territories will be located as at present, but will have to be increased in size. In addition, Germany might, if she had not already sued for peace, build up from forces withdrawn from the Russian front a force of up to 50 divisions to meet any threat from the west.
