ANNEX. 1. The territories under consideration produce a large number of commodities, the denial of which to us would have the gravest consequences on the Allied war effort. There are clear indications that Germany and Japan are becoming increasingly alive to our vulnerability in this respect, and intend to deny us these supplies as and when this becomes opportune and practicable. 2. The relative importance to the Allies of the commodities in question is difficult to establish with precision, since no doubt, in a number of cases at least, economies in consumption are possible and substitutes could be developed.
