Japan's Intentions. Note by the Secretary

(vi) NEGOTIATED PEACE The Report did not bring out sufficiently the effect of the time factor on Japanese strategy and the temptation for the Japanese to secure a strong strategical position, with the hope of achieving a negotiated peace in the event of the summer campaign in Russia proving indecisive; and have instructed the Sub-Committee to redraft the report in the light of the above factors, with a view to its being submitted by the Chiefs of Staff to the Defence Committee. The Joint Intelligence Staff are accordingly invited to redraft J.I.C.(42) 141 in the light of the above.
