Invasion 1942: Information as to Enemy Resources Available. Note by the Secretary

Our principal recommendations (other than those to which we ourselves are already giving effect) are:(1) Every facility should be accorded to the Government Code and Cypher School, to enable it to maintain and if possible increase its commercial series without prejudicing the output of its other material. (2) Every facility should be given to Censorship to maintain and if practicable build up its staffs abroad. (3) In particular the new trans-Atlantic mail via Bathurst should not be allowed to escape a British or American censorship station, and so long as it is censored at Bathurst an adequate staff should be provided as a matter or urgency.
