Axis Intentions. Note by the Secretary

MOST SECRET P.768. 18th April, 1942. The Secretary, J.I.C. AXIS INTENTIONS. May I suggest that a direction should be given to the J.I.S. to consider the possibility of attack by the Axis with the limited object of gaining control of the Dardanelles, the Sea of Marmora, the Bosphorus and the Black Sea, such an attack being part of the main German drive towards the Caucasus. It would not necessarily start at the same time; in fact it would probably be launched with best effect six weeks or more later.
