As you will note from the enclosed memorandum, Mr. Greenleaves sends copies of all his memoranda to the Director of Naval Intelligence and to the Staff Officer (Intelligence), Gibraltar, but this is considered by us to be additional to the circulation effected by the Foreign Office to the Departments interested, including the Admiralty. 6. Finally, I am doing my utmost to supply the Pool with such particulars as we receive from the Spanish Zone (where America is not represented) and from other sources, and Colonel Ellis is daily pooling almost all his reports with Colonel Eddy, the United States Naval Attache.
