ANNEX S E C R E T LT.COLONEL D. CAPEL-DUNN One of our men who has just returned from Spain and Portugal brings disturbing reports of the unco-operative attitude of the Americans in Madrid and in Berne (about which he heard from one of our Berne Legation who met him in Spain). The chief elements in the complaint are:(a) Unco-operative attitude in intelligence matters by the American Charge d'Affaires in Berne, and the American Ambassador in Madrid, based upon but going beyond State Department instructions.
